He attended the University of Missouri – Kansas City, where he graduated magna cum laude in 2007. While attending law school, Devon was a member of the UMKC Law Review and was a recipient of the Catherine N. & Clinton T. Paddock Scholarship for Excellence. Prior to law school, Devon graduated from Missouri Southern State University with a Bachelor of Science degree in Criminal Justice Administration.
